Recent Revisions of Harassment-related Rules & Regulations


Revision of Harassment-Related Regulations at the University of Tokyo

 

To review the processes for addressing harassment at the university, the Working Group on Harassment Prevention was established  on October 5, 2023. The group compiled its findings into a report on June 7, 2024. Based on the recommendations in this report, the harassment-related regulations were revised on March 27, 2025, and came into effect on April 1, 2025.

The revised regulations and key points are as follows:


The University of Tokyo Harassment Prevention Committee Regulations

-  Renamed one of the three procedures from “Notification” to “Warning Notification”.
-  Added a provision allowing legal experts from outside the university designatted by the President to participate in the Steering Committee.
-  Abolished preliminary review and changed the fact-finding team to a two-member structure.
-  Unified the procedural authority under a university-wide framework.
-  Introduced a provision allowing the Director of the Harassment Counseling Center and a close ralatice who is found to have a close relationship with the person who claims to be the victim of harassment to file complaints in urgent or severe cases (subject to certain conditions).
-  Added a provision enabling recommendations for improvement to head of department even during ongoing investigations when early intervention is necessary.
-  Clarified obligations for cooperation and confidentiality during Fact-Finding Investigations.
-  Introduced a provision allowing disclosure of  the details and notifications and the fact of making th e recommendations to the complainant.
-  Required head of department to submit reports on the outcome of their responses.


The University of Tokyo Harassment Consultation Office Regulations
 

-  Clarified that requests for cooperation and coordination can be made to head of department regarding case handling.
-  Introduced a provision allowing the Director of the Harassment Consultation Center to file complaint in urgent or severe cases.
-  Specified that confidentiality obligations of counselors may be lifted when required by law.
